In November 2014, in order to study the level of trust and satisfaction of the population with medical services in the country, the Public Health and Reforms Center (PHRC) conducted an opinion poll among patients at the primary health care (PHC) level. This survey was organized in order to implement paragraph 26 (28.3) on "Organization of propaganda work in order to increase public confidence in the activities of state bodies" of the Action Plan of the Ministry of Health of the Republic of Azerbaijan for the implementation of the "National Anti-Corruption Action Plan for 2012-2015", approved on September 15, 2012 by Decree of the President of the Republic of Azerbaijan No. 2421.
To conduct the study, cities and districts of the northern, northwestern, southern and southeastern regions of the country were selected. The survey was conducted in the cities of Baku, Mingachevir, Lankaran, as well as Masalli, Guba, Khachmas, Shamakhi and Ismayilli regions. The survey involved 500 patients who applied to PHC.
The questionnaire was based on the Demographic and Health Survey of Azerbaijan (DHS), as well as questionnaires from other countries that study population satisfaction with the quality of medical services provided. In order to assess the quality of the questionnaire, a pilot survey was conducted in the city of Baku. To conduct the survey, 5 groups were created and prepared (in each group 1 supervisor and 2 interviewers).
During the survey, information was collected on the socio-demographic characteristics of patients, the reasons for contacting a medical institution, the availability of medical services, the professionalism of the medical staff, the relationship between the doctor and the patient, satisfaction of the population with the quality of medical care, awareness of the services provided and the rights of the patient. Patient participation in the survey was completely anonymous, confidential and voluntary.
On December 26, 2014, with the participation of representatives of the Ministry of Health, the Main Department of Health of the city of Baku, city clinics and the “Tibb qəzeti” newspaper, was held a round table dedicated to the public presentation of the results of a survey to study the level of trust and satisfaction of the population with services provided at the level of primary health care in Azerbaijan. During the discussions, the participants of the event noted the importance of creating and strengthening feedback with the population, informing the population about the health services provided, studying and analyzing public opinion about these services on a regular basis, as well as continuing work to promote people's responsible attitude to their own health.
